Clive Read Partner Clive is a partner who leads our public law property team which provides development, planning and commercial property advice to our public law clients in the education, local authority and police authority sectors. He has led teams acting for clients wishing to rationalise and redevelop their estates infrastructure including addressing key strategic issues such as timing, funding and the inter-relation between capital receipts and sales and reinvesting funds in capital projects. Among the significant transactions upon which he has played
a leading role are: acting for a local authority in a collaboration agreement to install infrastructure to serve a 50 hectare site for residential and employment use in a Midlands town, in the context of addressing flood alleviation issues; advising on the acquisition and development
of a mixed use inner-city campus in a joint venture with a regional
development agency and two local authorities in a project with
a capital value of £60-£80 million; the rationalisation
of many college estates including numerous sales off to residential
developers, ploughing the proceeds into the development of brand
new campuses and negotiating planning and highways agreements;
the regeneration of brown field sites including the establishment
of technology parks such as at Coventry on the former Rolls Royce
site; and working with our Capital Projects Group on PPP projects involving student accommodation at the University
of Wales Aberystwyth and Stratford College.
